This paper derives optimal policies for when to hire, train, and lay off employees in service organizations when worker productivity appreciates deterministically or stochastically under constant, monotonic, and cyclic service demand. The model, an extension of the machine replacement problem from the engineering economy literature, uses infinite horizon linear programming to produce optimal personnel planning strategies and dual prices that characterize the workforce's economic value. The effect of employee attrition is also considered. In its valuation of human assets, unlike pure accounting approaches that only try to measure, this paper proposes an approach to capture the interaction between firm decisions pertaining to human resources and human resource value. © 2006 Wiley Periodicals, Inc. Recent supply‐chain models that study competition among capacity‐constrained producers omit the possibility of producers strategically setting wholesale prices to create uncertainty with regards to (i.e., to obfuscate) their production capacities. To shed some light on this possibility, we study strategic obfuscation in a supply‐chain model comprised of two competing producers and a retailer, where one of the producers faces a privately‐known capacity constraint. We show that capacity obfuscation can strictly increase the obfuscating producer's profit, therefore, presenting a clear incentive for such practices. Moreover, we identify conditions under which both producers' profits increase. In effect, obfuscation enables producers to tacitly collude and charge higher wholesale prices by moderating competition between producers. The retailer, in contrast, suffers a loss in profit, raises retail prices, while overall channel profits decrease. We show that the extent of capacity obfuscation is limited by its cost and by a strategic retailer's incentive to facilitate a deterrence. © 2014 Wiley Periodicals, Inc. 文章研究了军队人力资源培训问题,并基于时间和费用两个指标,建立了一个满足培训时间约束且费用最省的0-1整数线性规划模型,给出了基于Lagrange松驰分解的模型求解算法。在算法中,采用一种简单可行的Lagrange乘子更新方法代替传统的次梯度法。另外,文章证明了算法获得最优解的两个充分条件,计算实例初步表明给出的算法是行之有效的。  相似文献

In the Vehicle Routing Problem (VRP), the aim is to design a set of m minimum cost vehicle routes through n customer locations, so that each route starts and ends at a common location and some side constraints are satisfied. Common applications arise in newspaper and food delivery, and in milk collection. This article summarizes the main known results for the classical VRP in which only vehicle capacity constraints are present. 针对集中式多输入多输出(collocated multiple-input multiple-output, CMIMO)雷达在实际探测过程中,未有效结合目标雷达散射截面(radar cross section, RCS)高动态变化特性导致雷达跟踪精度不高甚至失跟的问题,提出一种基于目标RCS高动态特性的CMIMO雷达功率资源自适应分配方法。考虑到目标RCS特征的角度敏感性,利用目标运动状态的可预测性动态获取实际观测角度,从而完成跟踪帧的极化方式优选;在此基础上构建包含功率与RCS的多目标跟踪误差后验克拉美罗下界,将其作为目标函数进行优化,利用内点惩罚法求解该凸优化问题即可实现RCS高动态情况下的功率优化分配。实验结果表明:该方法可结合目标不同方向RCS动态分集特性实现功率的有效分配,相比于传统RCS模型分配方案,有效解决了分配方案与实际跟踪场景之间的失配问题,从而提升了CMIMO雷达的多目标跟踪性能。  相似文献

为降低传统层次分析法(analytic hierarchy process,AHP)赋权过程主观片面性影响,提出了一种综合AHP与Arena仿真建模技术的无人机训练资源配置效率评价方法。基于飞行训练流程分析,确定了训练资源配置效率影响因素和效率评价指标,建立了层次型综合评价体系,概括了AHP-Arena综合评价步骤。利用Arena建模软件构建训练流程动态仿真系统并验证有效性,采用单变量数值仿真法、均方差决策法完成了影响因素客观赋权,通过线性加权综合法得出综合评价系数,实现资源配置效率评价与方案优选。实例应用说明了该方法的有效性,同时,该方法可推广至其他类似的训练过程中,亦可为其他多因素、多指标评价决策过程提供借鉴。  相似文献

Scheduling IT projects and assigning the project work to human resources are an important and common tasks in almost any IT service company. It is particularly complex because human resources usually have multiple skills. Up to now only little work has considered IT‐specific properties of the project structure and human resources. In this article, we present an optimization model that simultaneously schedules the activities of multiple IT projects with serial network structures and assigns the project work to multiskilled internal and external human resources with different efficiencies. The goal is to minimize costs. We introduce a metaheuristic that decomposes the problem into a binary scheduling problem and a continuous staffing problem where the latter is solved efficiently by exploiting its underlying network structure. For comparison, we solve the mixed–binary linear program with a state–of–the–art commercial solver. The impacts of problem parameters on computation time and solution gaps between the metaheuristic and the solver are assessed in an experimental study. Our results show that the metaheuristic provides very favorable results in considerable less time than the solver for midsize problems. 如何根据应急航天任务,在满足各种约束的前提下,从型号众多、能力各异的卫星平台及有效载荷中快速决策效费比最佳的卫星构造方案引起了越来越多的关注,这就是适应任务的模块化卫星快速构建优化决策问题。在深入分析该问题特点的基础上,建立优化决策数学模型,提出基于遗传算法的优化决策方法,为处理遗传算法迭代过程中产生的不可行解引入基于罚函数法的约束处理方法。针对罚函数法中惩罚系数难于确定的特点,设计惩罚系数自适应调整的动态罚函数机制。定量化实验及分析结果表明:该方法能有效解决适应任务的模块化卫星快速构建优化决策问题。  相似文献
